يتناول هذا البحث أثر الحكم بعدم دستورية قانون الجمعيات الأهلية وذلك من خلال ثلاثة أبواب: باب تمهيدي ويشمل: "فصل أول نصوص القانون رقم 22 لسنة 1964 بشأن الجمعيات والمؤسسات الأهلية، فصل ثان نصوص القانون رقم 152 لسنة 1999 بإصدار قانون الجمعيات والمؤسسات الخاصة وقانون تلك الجمعيات والمؤسسات".
باب أول: الدعوى الصادر فيها الحكم بعدم الدستورية ويشمل ثلاثة فصول: فصل أول تقرير هيئة مفوضى المحكمة الدستورية العليا في الدعوى محل البحث، فصل ثان وجهة نظر هيئة قضايا الدولة في الدعوة المذكورة، فصل ثالث الحكم الصادر في الدعوى.
باب ثان: أثر الحكم رقم 153 لسنة 21 ق دستورية الصادر بجلسة 3/6/2000 بعدم دستورية القانون رقم 153 لسنة 1999 بإصدار قانون الجمعيات والمؤسسات الأهلية ويشمل: فصل أول الحكم يلغى قوة نفاذ القانون 153 لسنة 1999 ويعيد قوة نفاذ القانون رقم 32 لسنة 1964 بخصوص الجمعيات والمؤسسات الأهلية، فصل ثان أثر الحكم في مواجهة سلطات الدولة، فصل ثالث تحديد التاريخ الذى يرجع إليه أثر الحكم رقم 153 لـ 21 ق دستورية.
