شرعنا في إجراء مجموعة من البحوث والدراسات، التي نحاول من خلالها التعرف على واقع العمل الأهلي في العالم العربي، ومدى ملاءمة البيئة العربية لانتشاره وتطوره وزيادة فاعليته بهدف تطوير السياسات التي تعمل على دعمه وتطوير فاعليته. وفي هذا الإطار تأتي الدراسة الحالية التي تدور حول دور المنظمات غير الحكومية في مواجهة الفقر. وقد أجربت هذه الدراسة في نطاق أربعة مجتمعات عربية هي اليمن ولبنان ومصر والمغرب، باعتبار أن هذه المجتمعات نماذج لعديد من المجتمعات العربية الأخرى. حيث تمت دراسة نموذج للجمعيات الرعائية وآخر مثل الجمعيات التنموية في كل مجتمع، وكذلك أسلوب كل منهما في مواجهة الفقر.
ولقد تم تقسيم التقرير النهائي إلى سبعة فصول. الفصل الأول بعنوان، "القطاع الثالث على خريطة عالم تشكله العولمة" والفصل الثاني بعنوان "الدولة والقطاع الأهلي على خلفية التنمية والتنمية المستدامة" والفصل الثالث بعنوان القطاع الأهلي ومواجهة الفقر في العالم العربي، ويتخذ الفصل الرابع عنوان المنظمات غير الحكومية ومواجهة الفقر في اليمن، والفصل الخامس بعنوان المنظمات غير الحكومية ومواجهة الفقر في لبنان، والفصل السادس بعنوان المنظمات غير الحكومية ومواجهة الفقر في مصر، ثم الفصل السابع والأخير بعنوان المنظمات غير الحكومية ومواجهة الفقر في المغرب.
