يمثل العنصر البشري اهم مدخلات النظام الانتاجي واعظم القوي المؤثرة في تحديد هوية المنظمة الحديثة و رسم معالم مستقبلها, كما انه يعتبر بمثابة الضابط لإيقاع حركة المجتمع والمحدد لمكانته بين الدول.
وتحقيق النمو والتوسع في بيئة اعمال اليوم والتي تتعدد فيها اشكال المنافسة وتتصاءل الفواصل والحدود المكانية والزمانية ويتحول المجتمع الدولي الي قرية صغيرة يتطلب من منظمة الاعمال ان تجيد التعامل مع تحديات شتي, في البداية, فإنها يجب ان تقدم شيئاً ذو قيمة "value" للاخرين واهمهم العملاء بالطبع ومن الناحية التقليدية فإن هذه القيمة كان ينظر إليها علي انها ناتج العمليات المالية او الحسابية الا اننا نعتقد ان الطريقة التي يدار بها المورد البشري في اية منظمة تمثل العنصر الحاكم للقيمة والتي تتضمن ليس فقط الارباح, ولكن قبل ذلك نمو ورضاء العاملين, وتوفير فرص عمل اضافية, وحماية البيئة, والمساهمة في برامج خدمة وتنمية المجتمع, ثانيا لكي تنجح المنظمة وتستمر في عالم اليوم فإنها يجب ان تمتلك قدرات تنافسية مميزة, اننا نؤمن كذلك ان كافة اوجه ادارة الموارد البشرية بما فيها كيفية التعامل مع البيئة واستقطاب وتنمية العاملين وتصميم انظمة قياس العمل يمكن ان يساعد المنظمة في مواجهة تحديات المنافسة وخلق القيمة.
إن المنظمة الحديثة يجب ان تتعامل جيدا مع هذه التحديات من اجل خلق والحفاظ علي القيمة, ولا شك ان ركيزتها في تحقيق النجاح في هذا المجال هو وجود قوي عاملة بالحفر والمهارات المميزة والولاء والانتماء للمؤسسة.
ان الرسالة الاساسية لهذا الكتاب انما تكمن في محاولة إلقاء الضوء علي الدور الذي يمكن ان يقوم به ادارة الموارد البشرية في تحقيق النجاح للمنظمة المصرية والعربية من خلال التغلب علي الضغوط والتحديات التي تسود بيئة اعمالها في الوقت الحالي, املين ان يكون فيه العون للباحثين والدارسين والممارسين علي السواء, متمنين ان يمثل لبنة في البناء الفكري لكل من تتاح له الفرصة للاطلاع عليه.
