تدور الفكرة الرئيسية لهذا الكتاب حول واحد منن أقدم الأنظمة الخاصة بالإدارة العامة ومن أكثرها التباساً في الأذهان وهو المصطلح "posdcorb" الذي قدمه "لوثر جوليك Luther Gulick" وهو عبارة عن كلمة مركبة من الحروف الأولى للمصطلحات الآتية: -التخطيط "Planning" -التنظيم "Organization" -تعيين الموظفين "Staffing" -الإدارة "Directing" -التنسيق "Coordinating" -كتابة التقارير "Reporting" -وضع الميزانية "Budgeting". ولقد ظهرت هذه الكلمة المختصرة في الفترة التي كان مجال الإدارة العامة خاضعاً خلالها لغرض مؤاده إمكانية فصل الاهتمامات الإدارية فصلاً تاماً عن السياسة. ولكن عندما أيد الممارسون لهذه الإدارة العامة هذه الطبيعة السياسية التي تتم بها صارت هذه الكلمة الرمزية "Posdcorb" لا يربطها بالإدارة العامة إلا مجرد رباط هامشي. بيد أن هذا اللفظ قد صار يستخدم اليوم في الغالب للإشارة -باختصار_ إلى الإدارة العامة التقليدية.
ونحن نرى -كما يقول المؤلف، ودون القيام بأي محاولة لتأييد أو تزكية هذا المصطلح الرمزي -أنه الذريعة الوحيدة التي يمكن الاستناد إليها عند دراسة موضوع الإدارة العامة.
هذا الكتاب يتناول الشروط الهامة التي يجب أن تتوافر لممارس المهنة وللدارسين في كل ميدان من الميادين الثابتة للإدارة.
