يهدف هذا الكتاب إلى بناء علاقة بين تطور النقد الاجتماعي في الولايات المتحدة الأمريكية وتطور التفكير الاستراتيجي الأمريكي، هذا الكتاب ربما الكتاب الأول في هذا المجال الذي يتعامل مع هذا الارتباط بين المتغيرين: متغير النقد الاجتماعي ومتغير تطور التفكير الاستراتيجي. هذا الكتاب يقوم على المبدأ التحليلي القائل باتساق رؤية العالم من الناحية الوجودية والمعرفية، والقول بالاتساق لا ينفي تناقض الممارسات وخاصة في نطاق ثقافة سياسية واجتماعية لمجتمع يتمتع بدينامية عالية في عمليات التغيير المجتمعي والانتقال من حال إلى آخر عبر الزمن واستراتيجية ترى في نفسها الرغبة المستمرة في التعامل الخلاق مع المتغيرات الاستراتيجية، في قول آخر، الولايات المتحدة الأمريكية دولة متعددة الأوجه ومتعددة القوميات ومتعددة الطبقات والجماعات المصلحية كما تتمتع بسرعة التغيير الاجتماعي والسياسي، من خلال هذا الكتاب يمكن إدراك المنطق المأزوم لخبرة الدولة الأمريكية ليتضمن أبعادًا ثلاثة: بعد توالد وتعاقب الأزمات، وبعد ارتباط وتداخل الأزمات الداخلية بالخارجية، وبعد التطور التعقيدي للأزمات، بقول آخر، أن الحالة الأمريكية انتقلت من كونها تعبيرًا عن دولة بها أزمات إلى حالة أن النظام مأزومًا في ذاته. في قول ثالث، إن النظام المأزوم في ذاته يعبر بصفة مطلقة عن تقصيرات وعجز جوهري متراكم وكثيف في المنطق المسير للنظام الكلي.
