وبداية دراسة هذه الظاهرة تبدأ من خلال وضع تعريف متفق عليه بين الدول للإرهاب الدولى، حتى لا تصطدم بازدواجية فى تفسير العمل الواحد.
ثم بعد ذلك نقف على صور ودوافع الإرهاب الدولي والمشكلات القانونية التى يثيرها، والمسئوليات الناشئة عن حوادث الإرهاب الدولي ودور أعضاء المجتمع الدولى من دول ومنظمات دولية فى هذا المضمار والدور الكبير للإسلام فى مكافحة جرائم الإرهاب الدولي، ثم الإجابة على هذا السؤال الهام: هل الحرب الأمريكية، البريطانية ضد العراق كانت ضد الإرهاب.. أم ضد الإسلام؟؟؟ ثم نختم هذه الدراسة بذكر أهم النتائج وذكر بعض المقترحات الضرورية.
