يضم الكتاب مقدمة وثلاثة فصول فخاتمة؛ تطرح المقدمة اسئلة مكثفة تفصلها فصوله وتخوض فيها، وتبرز هذه المقدمة الغاية الأساسية من هذا الكتاب.
عُنون الفصل الأول بـ الحروب الإستباقية (الآخر وإستخدام القوة)؛ نجد فيه حديثاً عن الحرب العادلة والحرب على الإرهاب، متضمناً الحديث عن الضربات الإستباقية التي تتبعها الولايات المتحدة، وآخرُ عن الدولة المارقة، ثم تحدث ثالثاً عن (إحلال الديمقراطية) ثالثة المقولات التي تستند إليها فكرة (الحرب على الإرهاب)، ثم تناول تاريخية الإمبريالية الدفاعية؛ المهمة الحضارية والحقوق الطبيعية، والحروب الإستباقية، ثم الحالة القانونية المدنية.
بعدها كان الحديث عن الأمم المتحدة؛ تطويعها، وذكر أربعة نماذج، ثم اللحظة الفيتورية والأمم المتحدة.
والفصل الثاني كان بعنوان (من البرابرة إلى المقاتلين غير الشرعيين) وهو في تحديد الصلة بين الإمبريالية الغربية والنظام القانوني الدولي المطبق في الحروب، وقد جزأه خمسة أقسام: نشأة القانون الدولي والظاهرة الإمبريالية، أسباب إقصاء الآخرين من دائرة قانون الحرب، إخفاق محاولات إصلاح القانون الدولي الإنساني، القانون الدولي الإنساني والمشروع الإمبريالي العربي، ثم إستنتاج حول مفردات هذا الفصل.
أما الفصل الثالث فهو عن (دمقرطة الآخر)، وابتدأه بالحديث عن القانون الدولي والسلم الديمقراطي، وثنى بالسياق ودولة ما بعد الإستعمار، وختم الفصل بالحديث عن الإمبريالية الدفاعية والإمبريالية الديمقراطية ثم إستنتاج.
أنهي الكتاب بالخاتمة، وهي خاتمة عامة للدراسات التي يضمها الكتاب بما يربط الدراسات كلها معاً، ويمنح إستشرافاً للمسائل والمفاهيم الأخرى التي بالإمكان دراستها في ضوء هذا النموذج.
