هذا الكتاب هو الثاني للمؤلف بعد كتاب "معجم مصطلحات أصول الفقه" والذي عرف من خلاله بالمصطلحات الفقهية وقدم شرحاً موجزاً وبسيطاً للمصطلحات. أما هذا الكتاب الذي بين يدينا والذي ذكرنا أنه الثاني للمؤلف فهو وإن كان في نفس الموضوع، موضوع أصول الفقه إلا أنه يبحث في باب آخر غير باب المصطلحات وهو باب القواعد الفقهية، حيث ذكر المؤلف عشرة قواعد فقهية فبدأ بذكر النص من الكتاب والسنة الني استنبطت منها هذه القواعد. من ثم قام بشروح كلمات هذه القواعد وضرب الأمثلة عليها وتخير أن تكون الأمثلة من الواقع.
ويقول المؤلف "علاء الدين بن نجم" أن: "الذي دعاه لهذا التوضيح هي بعض المفاهيم الخاطئة التي يفهم البعض منها هذه القواعد فهماً غير سليم وإنزال هذه القواعد غير المنزلة التي وضعت، ولا سيما قاعدة (الضرورة) و(الاضطرار). وهذا ليس كل شيء يضمه هذا الكتاب بل فيه أيضاً نص منظومة العلامة محمد بن صالح العثيمين والتي جاءت في أصول الفقه وضمت قواعد فقهية، كما ومنه منظومة أخرى في القواعد الفقهية وهي من نظم الشيخ عبد الرحمن السعدي.
