ولما كانت الفترة موضوع الدراسة (1900 - 1951) لم تلق العناية الكافية في مجال التأريخ للجريمة، اللهم إلا بعض الكتابات القليلة التي لا أجدها قد غطت هذه الفترة الهامة وذلك الموضوع الهام (الجريمة في النصف الأول من القرن العشرين)، فقد فكرت في طرق الموضوع علني أستطيع أن أسهم بقدر ما في التأريخ لفترة من تاريخ مصر الحديث.
والدراسة في الأصل كانت مقالًا نشرته لي مجلة (أريف) الأرمنية في طبعتها العربية في ديسمبر 1999، تناولت فيه الجرينة والرذيلة في حي الأزبكية، ثم عن لي بعد ذلك أن أتوسع في الدراسة لتكون دراسة كاملة عن الرزيلة في القاهرة في النصف الأول من القرن العشرين، يعتمد مثل هذا النوع من الدراسة على مصادر غير مألوفة للباحث في التاريخ فعلى ما يلاحظ القارئ الكريم فإن الدراسة اعتمدت بصورة اساسية على تقارير بوليس مدينة القاهرة اثناء قيادة شخصية بريطانية له، وأعنى به اللواء رسل باشا، وكان الرجل قد اعتمد سياسة اصدار تقرير سنوي لأداء جهاز الأمن في القاهرة يتناول فيه أحوال قوة بوليس المدينة وتنظيمها وتوزيعها وتقسيمها، والتطورات التي ألمت بها خلال العام موضوع التقرير، وميزانيتها وظروف رجالها الإجتماعية، واقتراحات إصلاح حال القوة المكلفة بحفظ الأمن العام، ثم ينتقل بعد ذلك إلى شرح تطور الجريمة في المدينة مقدمًا الأسباب التي احدثت التطور من وجهة نظرة ومقدمًا الحلول لعلاج مشكلة الجريمة في المدينة، وينتهي بعد ذلك احصائيات عن الجريمة بمختلف انواعها على مدى العام الذي يغطيه التقرير.
وقد استعنت بالتاريخ الشفوي غير المكتوب في الحصول على المعلومات لم تتناولها المؤلفات المتخصصة أو التقارير الرسمية، ولم يكن من المتيسر الحصول على هذه المعلومات لولا ما حفظته ذاكرة هؤلاء الذين سألتهم، أما اللوائح والقوانين الصادرة عن موضوع الدراسة (البغاء) فقد كانت حتمية اللزوم لبعض فصول الدراسة.
