يتحدث عن أوضاع إيران الداخلية بأن حكومة أمير عباس هويدا الذي كان رئيساً لوزراء إيران خلال مدة ثلاثة عشر عاماً (1965- 1977)، وقد شهدت إيران تطورات في جميع الأصعدة على المستوى الداخلي والخارجي.
وفي هذا الكتاب يوضح المؤلف أبرز إنجازات حكومة أمير عباس هويدا للمدّة المذكورة، لا سيما وأن دولة كبيرة بإمكانياتها البشرية والإقتصادية مثل إيران كان يتطلّب من الحكومة القيام بجملة إصلاحات على المستوى السياسي والإقتصادي والإجتماعي، من خلال خطط تنموية وضَعَتها الحكومة بإستشارة الشاه محمد رضا بهلوي، الذي كان المهيمن على سياسة الحكومة الداخلية والخارجية ولا سيما ما يتعلّق منها بالجانب العسكري والإقتصادي، وكان هويدا الرجل المطيع والمنفذ للشاه في كل ما يتطلبه منه، الأمر الذي جعل هويدا يستمر في منصبه رئيساً للوزراء ثلاثة عشر عاماً.
