تقدمت بلاد كثيرة مثل كوريا وماليزيا وإندونيسيا وتركيا وجميعها يتصف بكثرة عدد السكان. نتج نجاحها من وضع سياسات أهلت التقدم الإنتاجى وفتح آفاق جديدة لشعوبها لكى تتنافس مع مثيلاتها. أما في مصر فما زال الشعب يعاني من مشاكل كثيرة سدت طرق التقدم والرقاء.
فى وضعنا الحالي لا يكفي إقامة مدينة جديدة هنا ومركز صناعي هناك، أو إنشاء طريق يسهل الوصول إلى موقع ما. لابد أن تكون هناك خطة شاملة متكاملة لفتح آفاق في ميادين كثيرة في كل من الدلتا والصعيد والنوبة. طبعا لايتم ذلك بين عشية وضحاها، ولكن يلزم التخطيط له حتى إذا تطلب الأمر عشرات السنوات. هكذا الحال في المقترح الذى أقدمه في هذا الكتاب والذى نتج عن معرفتي بمواصفات الصحراء الغريبة في مصر.
تؤهل هضبة الصحراء الغربية القيام بما يتطلبه تعزيز واقع التنمية والتعمير بموازاة نهر النيل. لذلك فلقد اقترحت ممر التنمية والتعمير منذ عشرين عاما وأعيد طرحه الآن لازدياد أهميته. ولقد آثرت إعداد هذا الكتاب لتكون المعلومات الأساسية في يد كل قاري، يهتم بمستقبل بلاده. ويحدد ما جاء في هذا الكتاب ملامح برنامج التوسع العمراني والزراعي والصناعي والتجاري والسياحي رويداً رويداً على مسار 12 محور يصل طولها الكلي إلى 1200 كيلو متر تبدأ من مراكز التكدس السكاني وتمتد غرباً حتى تصل إلى طريق من ساحل البحر المتوسط شمالاً حتى بحيرة ناصر في الجنوب بطول 1200 كيلو متر تقريباً وعلى مسافة تتراوح بين 20 و 30 كيلو متر من حافة هضبة الصحراء الغربية. يفتح هذا الممر بأكمله آفاقاً جديدة للامتداد العمراني والزراعي والصناعي والتجاري والسياحي حول مسافة تزيد عن 2000 كيلو متر. لم تتمكن الحكومات في الماضى من الأخذ بالمشورة لأسباب مختلفة. ولأن مصر في حاجة ماسة إلى مخرج من الوضع الاجتماعي الصعب في الوقت الحالي بالذات، فإننى أعيد طرح المقترح ليتم النظر فيه بمشاركة الناس. وربما للتنفيذ بأموال مستثمرين من القطاع الخاص الوطني أولاً ثم العربي ثانياً ثم العالمي ثالثاً.
