وقد تعرض الكتاب إلى العلاقة بين الفساد والجريمة المنظمة تأسيساً على ارتباط الفساد بالإجرام الدولي المنظم على كافة الأصعدة، وما يمثله الفساد من تحديات وأخطار تهدد كافة المنظمات والمؤسسات الدولية أو الوطنية، والشعوب والأفراد على مختلف مستوياتهم وثقافتهم، وعلى كافة أوجه النشاط المتصلة بمنظومة الحياة ذاتها، وما ينتج عنها من أضرار فادحة، سواء على المجتمعات أو الأفراد، وعلى سيادة الدول، وعلى الأموال العامة والخاصة.
واستعرض المؤلف ارتباط الفساد بجريمة غسل الأموال بطرق غير مشروعة هو الهدف الأساسي للفساد، والجريمة المنظمة- على حد سواء- التي تعيد استثمار الأموال المتحصلة عن الفساد وغيره من الجرائم في مشروعات وأنشطة مشروعة بهدف تعزيز مواقعها وتسهيل تسللها إلى مراكز النفوذ والسلطة في المجتمع.
