المعروف لدى الجميع أن مصر هبة النيل، ولكنها في الوقت نفسه ليست وحدها في هذا الصدد، لأن النيل لا يمر بها حدها، وإنما تمتد إليها من قلب أفريقيا، وبالتالي فهو يمر ببلاد أخرى تستفيد من مياهه، وتقيم عليها حياتها، ولكنه بالنسبة لمصر مسألة حياة أو موت، ومن هنا كان اهتمام أمراء أسرة محمد علي بتأمين وصول هذه المياه إلى مصر في مكانها الحالي، أصبحت هناك دول أخرى تشارك مصر في الانتفاع بمياه النيل، وبالتالي تكونت مصالح مشتركة تربط مصر بدول حوض النيل، واصبح في الضروري تنظيم العلاقات السياسية والاقتصادية بينها.
والكتاب الذي بين أيدينا يعالج هذه العلاقات من منظور الأمن القومي المصري، بعد أن فرضت دول حوض النيل نفسها كواحدة من الحقائق الأساسية الإقليمية الدولية. وهو ينقسم إلى أربع فصول: الفصل الأول، ويتناول التطور التاريخي للعلاقات الدولية بين دول حوض النيل. أما الفصل الثاني: فيتناول إمكانيات التعاون بين دول حوض النيل، بعد قيام التكتلات السياسية والاقتصادية الكبرى في عالمنا المعاصر. والفصل الثالث: يتعرض لمشكلات التعاون بين دول حوض النيل، أما الفصل الرابع والأخير، فيتحدث عن دول حوض النيل، وتحديات الأمن القومي المصري، ويتعرض فيه الباحث لمفهوم الأمن القومي، وأمن دول حوض النيل.
