تحت عنوان "القبيلة والسلطة والمجتمع في المغرب العربي" يقدم الدكتور منصور مرموقة مقاربة أنثروبولوجية حول التركيبة القبلية في المجتمع المغاربي انطلاقاً من الواقع المعاش في الحياة اليومية للمواطنين، وذلك لمعرفة مدى اعتماد المجتمع المغاربي في علاقاته المختلفة على انتماءاته القبلية، سواء على مستوى الأفراد فيما بينهم أو علاقة القبائل أو أقسام قبائل مع بعضها البعض، وما مدى تأثير ذلك على هذه العلاقات، وكيف يمكن لهذه العصبيات أن تتواجد في مجتمع يمكن وصفه بالحديث.
هذه الانتماءات على ما يرى المؤلف تغذيها الروح العصبية القبلية والعشائرية، ويحددها الانتصار لكل ما يرمز إلى الجماعة الضيقة، بدءاً بالعائلة ثم العشيرة والقبيلة وقد تصل إلى الجهوية والطائفية إذا ما نظرنا في مجال أوسع من الرقعة الجغرافية التي تحتلها القبيلة أو العشيرة، وكذا في المجال الذي تحتله الأفكار والمعتقدات التي تتعصب للجنس والسلالة.
من هنا حاول المؤلف في دراسته للمجتمع المغاربي أن يتتبع الكثير من المحددات والعوامل التي تؤثر بشكل مباشر أو غير مباشر في العلاقات الاجتماعية، بالارتكاز على إشكالية حاول من خلالها المؤلف "إيجاد العلاقة بين التنظيم القبلي، الذي لم يزل عاملاً من عوامل الانتماء والتفاخر في مختلف المناسبات، والسلطة بأبعادها المختلفة، ليست السياسة فحسب، وإنما بحالاتها الثقافية والاجتماعية والدينية والاقتصادية أيضاً، هذا من جهة، وربطها بالمجتمع ومختلف التنظيمات الأخرى ذات العلاقة السياسوية السلطوية من جهة أخرى بما فيها السياسة الانتخابية وتجلياتها المحلية...
أما الشيء الهام الذي توصل إليه المؤلف من خلال دراسته هذه: "أن النظم التقليدية (القبلية والعشائرية) التي تغذيها العصبية بمختلف توجهاتها، أصبحت تتبوتق مع النظم الحديثة وتتقاطع مع مكوناتها، وأصبحت كل من هذه النظم، سواء التقليدية أو الحديثة، تشكل طرفاً في المعادلة السياسية الوطنية والمحلية التي لا يمكن أن تحل إلا بتواجد الطرفين معاً....
