التعليل الصوتي هو معرفة الآلية والإجراء الصوتي الذي يعتمده اللغوي بغية الوصول إلى الحكم، لأن العلة ركن من أركان القياس، وإليها يستند الحكم عند واضعه، فضلاً عن كونها مصدر إقناع لدى المتلقي، فهي تتكفل بوضع التفسير المنسجم وطبيعة اللغة.
ولأن مؤلف هذا الكتاب أراد أن يلم بطبيعة الدرس الصوتي جعل كتابه دراسة في "التعليل الصوتي عند العرب في ضوء علم الصوت الحديث؛ قراءة في كتاب سيبويه" والغاية كما يقول: "توضيح الأسس المعرفية المعتمدة عن العرب في وضع القاعدة أو الحكم، أو الصفة الصوتية، ثم محاولة معرفة مدى صمود تلك الأسس أمام معطيات الدرس اللغوي الحديث ولاسيما الصوتي منه. والدراسة على هذا النحو تتكفل بتحديد الأصول التي تمتد كثير من الإسهامات الصوتية في العربية...".
وانطلاقاً من القول أن كل حكم لغوي يعلل، وكل ظاهرة صوتية "كلية أو جزئية لا بدَّ لها من علةٍ عقلية أوجدتها" كان لا بدّ من الكشف عن منهج سيبويه في التعليل الصوتي والوقوف على الخصائص الأسلوبية للمنهج الذي يمارسه سيبويه في التعليل... فاستوى البحث في أربعة فصول؛ الفصل الأول يتعلق بـ"التعليل الصوتي في كتاب سيويه؛ المنهج والاتجاهات"، والفصل الثاني يتعلق بـ"التعليل الصوتي في مستوى الصفات (تعليل الصفات السمعية-تعليل الصفات النطقية-تعليل الصفات المخرجية)"، والوقوف على كل واحدة منها. وأما الفصل الثالث فقد كان في "التعليل الصوتي في مستوى الصوائت" ورصد التعليل الصوتي المرالفق لكل حكم من أحكام الظواهر الصوتية المؤسسة على الطبيعة التعاملية للصوائت وهي "التعليل الصوتي لمظاهر الإمالة-والتعليل الصوتي لمظاهر الإعلال". ويأتي الفصل الرابع والأخير لرصد "التعليل الصوتي في مستوى الصوامت" والوقوف على التعامل الصوتي للصوامت العبية من خلال الأثر السياقي والأدائي لتلك الأصوات والبحث في "التعليل الصوتي لمظاهر الإبدال، والتعليل الصوتي لمظاهر الإدغام" ودراستها، وأخيراً خاتمة وخلاصات ونتائج.
