تعرضت دولة العراق لأقسى نظام جزائي دولي منذ الغزو العراقي على دولة الكويت إلى غاية إخراج العراق من طائلة الفصل السابع، أين جاءت قرارات مجلس الأمن بشكل متسارع ومتسلسل لم يسبق له مثيل في تاريخ المنظمة الدولية وضعت العراق بين العقوبات الدولية بنوعيها من جهة وبين التطبيق اللاشرعي لها من قبل قوات الإحتلال الأمريكي البريطاني من جهة أخرى، لتكشف لنا القضية العراقية مدى هيمنة القطبية الأحادية على مجلس الأمن ومدى إنحراف الأمم المتحدة عن الأهداف والغايات التي وجدت المنظمة لأجل تحقيقها، لتضعنا القضية العراقية أمام حقيقة مفادها أن الأمن والسلام في العالم سيبقى مجرد أوهام تداعب الخيال ما دامت الدول الفاعلة في النظام الدولي تمارس إزدواجية المعايير في تطبيق قرارات الشرعية الدولية.
