راعيت في تقسيم هذا الكتاب التطور الطبيعي لنشوء الدعوى التأديبية ونموها في كافة المراحل وحتى انقضائها فكان من الطيقي أن اخصص الباب الأول للمركز القانوني للنيابة الإدارة حيث بحثت موضوعات عديدة منها الطبيعة القانونية للنيابة الإدارية، وفي الباب الثاني تحدثت عن إجراءات التحقيق أمام ا لنيابة الإدارية في إسهاب واستفاضة تعين الباحث والقارئ ، وفي الباب الثالث تحدثت عن التصرف في تحقيقات النيابة الإدراية سواء كان باقتراح الحفظ أو اقتراح الجزاء الإداري أو الإحالة إلى المحاكمة التأديبية وفي الباب الرابع تحدثت عن انقضاء الدعة التأديبية بالوفاة وسقوطها بمضي المدة واقضائها بالعفو الشامل عن الجريمة أو بصدور قرار تأديبي نهائي في ذات الواقعة وكل ذلك على نحو مفصل.
ثم أنهيت الكتاب ببحث ختامي عن مستقبل النيابة الإدارية.
