لا يخلو مجتمع ما من ممارسات تسيء إلى الأخلاق والآداب العامة وفي مقدمة تلك السلوكيات المضرة الدعارة والفجور. لذا نصّت الشرائع السماوية والقوانين والأعراف على تحريمها لما لها من أثر سيء على الفرد والمجتمع.
فقد جاء القانون رقم 10 لسنة 1961 تحديداً وشرحاً للجرائم المخلة بالآداب والجرائم التي يختص بها رجال مكاتب حماية الآداب. وقد حرص المؤلف "سيد حسن البغال" على وضع كتابه الذي يتناول شرح هذا القانون وتفصيل أحكامه. وقد مهد لذلك بباب تمهيدي يعرض فيه لتعريف الفجور والدعارة وما يترادف معهما أو يتشابه من تعبيرات وكلمات، كما يستعرض أسباب تحريم البغاء وأسباب إلغائه، كما يتناول التطور التشريعي لقوانين مكافحة الفجور والدعارة. والجهود الدولية لمكافحة الفجور والدعارة. كما يشير إلى الجهات الرسمية المختصة بمكافحة الجرائم المخلة بالآداب بصفة عامة. وفي الباب الأول، يبين أركان وعقوبات الجرائم المتعلقة بالآداب العامة من الناحيتين النظرية والعملية، كما يعرض لكل ما قيل من نظريات وآراء فقهية بالنسبة لكل جريمة على حدة. كم ألحق أحكام المحكمة العليا التي تعد بنظر المؤلف المرجع الأول في تفسير القانون وتفهم مراميه. أما الباب الثاني والأخير فقد عرض فيه الأحكام المتعلقة بالرهان خفية على سباق الخيل، والقمار، والتشرد والتسول. إذ إن الحكمة من تحريم الرهان خفية تكمن في إن هذا يترتب عليه ضياع جانب كبير مما تدره حلقة السباق من أموال تدخل الخزانة العامة على شكل ضرائب ورسوم أو تضاف إلى حصيلة الأعمال الخيرية.
