ولقد أوضحت المؤلفة الدوافع التى أدت إلى انتهاج الولايات المتحدة لسياستها الجديدة وأرجعتها إلى ما يحدث من تطوير في العلاقات السوفيتية- اليابانية التى كانت تنتهجها اليابان من حيث إنها اعتبرت نفسها وارثة للنفوذ السوفيتي- الصيني وما ترتب عليه من تغيير الأدوار التى قامت بها الولايات المتحدة الأمرييكية ، ولا سيما بعد أن برزت اليابان كقوة إقتصادية للانتقال من ثنائية الأقطاب إلى تعدد القوى ثلاثية ورباعية فى الستينات من هذا القرن، وما كان لهذا التوازن الجديد المتغير من دور إيجابي في صنع سياسات جديدة للمنطقة تحددت في أن أضحي المحيط الهادئ المجال الهام والأكبر لتحريكات الولايات المتحدة والتى قامت سياستها على أساس الردع النووي والحروب التى تستخدم فيها الأسلحة النووية الصغيرة ، وهكذا ظهرت الرغبة في تعدديةالقوي العظمى لتوصيد دعائم التوازن الدولي والتقليل من الصراعات العسكرية. وصفوة القول ان السياسة العاملة للولايات المتحدة تحولت أثناء حكم الرئيس جونسون وخليفته نيكسون لما طرأ بمنطقة الشرق الأقصى وجنوب شرق آسيا، واتجاه الصين لتحقيق قوتها النووية ، وما ثار من خلافات بينها وبين الاتحاد السوفيتي من حيث رفضه وجود دولة شيوعية قوية بجانبه ، وما أعقب ذلك من قيام الثورة الثقافية في الصين وما ترتب عليها من آثار عزل الصين عن العالم الخارجي وإضعافها اقتصاديا
