تقتضي التطورات في النظم التربوية أن تكون ضرورة حياتية وقاعدة أساسية لتطوير المجتمع وإثبات وجودها ودورها كأحسن نتاج فكري توصل إليه الإنسان؛ إذ تُعلق الدول المتقدمة والنامية آمالاً كبيرة على النظم التربوية إيماناً منها بأنها العنصر الحاسم لإحداث التنمية بجميع أبعادها وزيادة قادرة الفرد على التأقلمُ مع كلّ ما يُستجد من مُتغيرات علمية وتكنولوجية، وهذا يحتاج إلى جانب الإعتبارات الثقافية والنفسية إلى تنمية مهارات الإبداع التي تؤهلهُ للتعامل مع مصادر المعرفة من دون وسيط بشري مُستبدلاً إياه بوسيط معلوماتي.
ومنذ عام (1956م) أصدرت جمعية الرياضيات في المملكة المتحدة تقريراً بعنوان "تعليم الرياضيات في المدارس الإبتدائية" والذي كان يحمل نظرة مستقبلية بعيدة، ركزت الأهداف أساساً على بناء الفرد كإنسان ومفكر حيث أكد التقرير بقوله "نُعَلَّم الرياضيات كي نساعد الناس على فهم الأشياء بصورة أفضل لكي يفهموا الأعمال الذي يمارسونها في المستقبل وإدراك إنجازات العقل البشري، إنها قوة الرياضيات".
وكانت هناك نقطة تحول في عام (1957م) من ناحية الإهتمام في مادة تدريس الرياضيات عندما أدركت الدول المتقدمة ولا سيما الولايات المتحدة الأميركية أن التقدم الحقيقي يكون عن طريق الرياضيات بعد أن أجرت دراسة مستفيضة بحثت فيها عن أسباب تقدم الإتحاد السوفيتي، إذ ولدت لها دافعية في إعادة النظر في مادة الرياضيات وتحديثها وتطويرها بما يتناسب مع طبيعة المرحلة، ومنذ ذلك الوقت خضعت مناهج الرياضيات في الولايات المتحدة الأميركية إلى التغيير والتطوير المستمر ورفع أداء التلاميذ والمعلمين في هذه المادة.
