كانت نخبة القانون في مصر على موعد مع الإزدهار قبل قرنين من الزمان، فأمست اليوم على ما نراه من انهيار، عم القضاء والمحاماة والدراسة الجامعية، كلا على حد سواء. كانت الحقوق تعرف في الماضي باسم "كلية الوزراء"، لغزارة طلابها في صفوف نخبتنا لحاكمة، فصارت اليوم "جراج الجامعة" مأوى كل من فشل في اللحاق بكليات القمة، ليتم "ركنه" كالسيارة العاطلة في "مدرجات" القانون.... الأمر كذلك مقارب بشأن القضاء، فهناك قضاة مستقلون بمصر اليوم، ولا يوجد قضاء مستقل، يدعمهم وينأى بهم عن إغراءات السياسة.. كما توجد محاماة في بلدنا ايضاً، وإن صارت حرفة مهتزة المكانة، سهلة الإهانة، غاب عنها التنظيم المهني الصارم لعقود طويلة، فانتهت إلى الهوان في الزمالة والحال.
لا سبيل أمام نخبتنا القانونية، إن أردت الإصلاح القانوني الجاد بعد ثورة 25 يناير، إلا أن نتصارح مع ماضيها هذا، ما بين ازدهار سبق انقلاب الجيش سنة 1952، وانهيار وصل أوجه مع أزمة القضاة سنة 2005، مع الإقرار بتعايشنا جميعاً خلال عقود، "نظام يوليو" السنة الماضية ومنطقها القانوني في الحكم، بما أقدمت إليه من علاقة غير حميدة بين متطلبات العدل، وهواجس الأمن، حتى أصبح مجرد استخراج تصريح دخول سيارة عضو هيئة التدريس إلى حرم جامعة القاهرة مثلاً يتطلب موافقة "الأمن" كما أصبح مجرد الإطلاع على الأحكام الصادرة من قضائنا في القرن التاسع عشر مرهوناً هو الآخر بموافقة "الأمن" في دار الكتب والوثائق القومية.
