عاش علي مبارك حياة "هي بنت زمانه ومكانه" تحكمها نظم بدت حتمية أو كانت حتمية في وقتها، توارث فيها ارادة الفرد أمام ارادة الحاكم، وأختفت فيها القيم المعنوية للمجتمع وانزوت الارادة المادية للأفراد، وغدت ارادة الحاكم هي وحدها التي تنعكس علي المجتمع شرا أو خيرا، وبها ينبه الأفراد أو يخملون، وفي هذا تتمثل قدرة البطل في التاريخ حيث يتكيف مع ظروف عصره وبيئته حتي يستطيع التعبير عن ارادته فيحملها عصره.
وكان علي مبارك من هذا الطراز من الرجال الممتازين في عصره، وكان من الطبيعي أن يتكيف هذا الامتياز مع أرادة الحاكم والا حجب الحاكم امتيازه وقدرته اذا ما أهمله وأبعده عن العمل.
وكم من سير التاريخ يحكمها ما حكم سيرة علي مبارك حيث يلتحم الذكاء بالارادة وتعوق الارادة قدرة الذكاء اذا تصدت لها أو وقفت دونها فلا تبتدع ولا تثمر. ولكن حين أجتمعت أرادة الحاكم إلي ذكاء علي مبارك وقدرته أبدع الذكاء وأثمرت القدرة ونبه ذكر علي مبارك. فسيرة علي مبارك هي سيرة مواهبه وقدرته وأباعه وما أثمرت الموهبة والقدرة والابداع من خير لمصر، ثم هي سيرة انسان دؤوب يؤمن بحق وطنه عليه فيضع كل قدرته في خدمة هذا الوطن ورفع شأنه، وهي بالتالي انعكاس لتفكير عقل وأسلوب أرادة متميزين يطبعان عمل صاحبهما بطابع ذاتي فرد ينطلق إلي الخارج ولا يرتد الي الداخل فيكون أثره التاريخي بقدر ما يحمله تفكيره وتسوقه أرادته الي العمل الذي يؤمن به ويري فيه الخير لبلاده. وهي أخيرا سيرة عظيم تكمن عظمته في تسخير ارادة الحاكم للهدف الذي ينشده ويرتضيه.
