ومن هذا المنطلق فإنه لا بد من دراسة المبادئ والأسس والمعلومات الأساسية لهذه الأشكال المختلفة من برامج التأهيل ولذلك نجد أن معظم برامج إعداد المعلمين والأخصائيين في مجال التربية الخاصة قد تضمنت مساقات في التأهيل وإعادة التأهيل بمستوياتها المتوسطة والجامعية والمتقدمة.
وجاءت فكرة هذا الكتاب نتيجة النقص الواضح في المراجع والكتب المتخصصة في المكتبة العربية بهذا المجال ولتحقيق هدف سد هذا النقص وتوفير المصادر والمراجع المناسبة لمساعدة الدارسين في الحصول على المعلومات في هذا المجال. ويأتي هذا الكتاب ويشمل على أربعة فصول: عالج الفصل الأول المفاهيم الأساسية للتأهيل الشامل وإعادة التأهيل، وعلاقته بالتربية الخاصة من جهة، وبالخدمات الأخرى كالجوانب الطبية والنفسية، وكذلك فلسفة التأهيل وأسسه وعناصره وأهدافه. أما الفصل الثاني فيعرض لأشكال التأهيل المختلفة وهي التأهيل النفسي والاجتماعي والطبي والأكاديمي والمهني. أما الفصل الثالث يعالج موضوع القوانين والتشريعات في مجال التأهيل وخاصة التأهيل المهني، ويقدم نماذجاً من هذه القوانين والتشريعات في البلاد العربية. الفصل الرابع يناقش موضوع تخطيط مشاريع ومراكز التأهيل وعناصر هذا التخطيط.
