يهدف هذا الكتاب إلى تحديد وتوصيف أبرز عشرة قوانين وسنن موضوعية لتقدم المجتمعات وبناء الدول العقلانية، تسمح بالتنبؤ والتحكم وتتسم بالعالمية Universality والتأكد Certainty بصورة تماثل القوانين الطبيعية.
السنن والقوانين المدرجة في الكتاب والحاكمة لمصير الدول وتنمية المجتمعات الإنسانية تم إشتقاقها بالإستناد إلى علم مقترح جديد وغير تقليدي لإنتاج المعرفة الإجتماعية الموضوعية مستمد من القرآن الكريم.
هذا الكتاب يؤسس لعلم القرآن التنموي Development Quranology الذي يؤصل ويستكشف هذه السنن والقوانين المطّردة والعالمية، إكتشاف هذه القوانين الموضوعية للنهضة الحضارية كان دوماً طموح العلوم الإجتماعية منذ تأسيسها في عصر التنوير الغربي، ويشكل غاية عليا للمذهب الوضعي Positivism في العلوم الإجتماعية.
لكن المذهب الوضعي لم يفِ بوعده (بل وبدائله العلمية أيضاً) في ظل العقلانية المقيدة للإنسان وبسبب صعوبة إجراء التجارب المنضبطة وفي ضوء التعقيد والتنوع المجتمعي المتزايد، مما خلق عجزاً مستداماً في العقلانية البشرية Deficit Rationality لدى الدول العلمانية.
ويحاول هذا الكتاب أن يقترح أجوبة جديدة ومتسقة ومتكاملة حول طبيعة المجتمع الإنساني وسبل تغييره، ودواعي هلاكه وفشله، وأسباب فساده وموانع هذا الفساد، وأسباب تقدمه الجوهري وسعادته ورفاهيته، ودعائم نظامه العام وإستقراره وجذور وحدته وتعايش جماعاته، ودور العقل (الخيّر والماكر) والمقدس (الحقيقي والزائف) في المجتمع، وإمكانيات تطوير المعرفة المتاحة.
