بين دفتى هذا البحث قانون التمويل العقارى رقم 148 لسنة 2001 والمعدل بالقانون رقم 143 لسنة 2004 ولائحته التنفيذية الصادرة بقرار مجلس الوزراء رقم 1 لسنة 2001 والمعدلة بقرار رئيس مجلس الوزراء رقم 465 لسنة 2005م، وتناولنا التعليق على نصوصه وأزاله اللثام عن موضوعه إذ أن فكر التمويل العقاري يعتبر من الأفكار الحديثة على المجتمع المصري وإن كان على مستوى العالم ليس على هذا النحو ولا شك أن مصر قد تأخرت كثيراً في إصدار هذا القانون الذى أن تم تفعيلة على النحو الأكمل بعد أن اكتملت منظومته التشريعية فسوف يعمل بلا شك فى حل كثير من المشكلات الاجتماعية المعقدة وعلى رأسها مشكله الإسكان وأم المشكلات البطالة.
