يشكّل تركمان العراق جزءاً أساسيّا من النسيج الاجتماعي العراقي، ويؤلفون في مجملهم الطبقة المثقفة بحكم كون نسبة المتعلمين منهم عالية. يمتاز الإنسان التركماني بحبه للسلام وانحيازه للمبادئ الديمقراطيّة. وقدحاول التركمان ويحاولون دوماً الحصول على حقوقهم السياسيّة والاجتماعيّة والاقتصاديّة بالأساليب الديمقراطيّة دونما اللجوء إلى القوة أو العنف، ويمتاز تعاملهم مع الدولة والسلطة التي تمثلها بالاحترام بحيث أنهم لم يفكّروا قط في التمرّد على قوانينها ولم يستخدموا السلاح ولم يشهروه تجاه الدولة كأداة لنيل حقوقهم السياسيّة.
يفتخر تركمان العراق دوماً بأنهم ظلوا أوفياء لوطنهم العراق ولم تقلل الأحداث الأليمة التي عاشوها من شعورهم بالمواطنة العراقيّة وبتمسّكهم بوحدة تراب الوطن العراقي ونضالهم للحفاظ على الوطن ضد المستعمر الغاصب.
يتناول هذا الكتاب انطلاقاً من التشريعات القانونيّة العراقيّة نفسها معاناة الشعب التركماني في العراق وما لاقوه منذ تأسيس الدولة العراقيّة سنة 1921م من إنكار لوجودهم وغمط لقوقهم وتهميشهم في الحياة السياسيّة، ويضع أمام أعين القرّاء والباحثين الممارسات الشوفينيّة التي عومل بها المكوّن التركماني في مختلف العهود من تهجير قسري وسجن وتعذيب وإعدامات ومحاولات للصهر القومي والتعريب والتغيير الديمغرافي واغتصاب أراضيهم وتهديم قراهم ومنعهم من حق التعلم بلغتهم الأم المكفول لكل الأعراق والقوميات في القوانين والإتفاقيات الدوليّة،مع تحسّن نسبي أظهر نفسه في الدستور الحالي والقوانين والقرارات الصادرة بعده. وتجلّى ذلك القرار الصادر في مجلس النواب العراقي ولأوّل مرّة في تاريخ العراق والمتضمن الإقرار بحقيقة كون التركمان إحدى القوميّات الرئيسيّة بجانب العرب ةالأكراد في الوطن العراقي.
