تم تطوير هذه الإرشادات عن طريق لجنة الباحثين والممارسين المختارة من قبل لجنة الإختبارات العالمية، والجمعية الأوروبية للتقييم النفسي، ومجموعة ناشري الإختبارات الأوروبية، وجمعية إختبارات اللغة العالمية، والإتحاد العالمي لعلم النفس، والجمعيات العالمية لعلم النفس المعنيّ بالتقاطع الثقافي، وعلم النفس التطبيقي IAAP وتقييم الإنجازات التربوية.
تعمل الإختبارات النفسية والتربوية للتقييمات عبر اللغات بفحوصات دقيقة، وتقدم طرقاً وممارسات جديدة لتكييف الإختبارات للتقييم والبحث عبر الثقافات، يتم الشرح بالتفصيل حول المسائل المتعلقة بإرشادات تكييف الإختبار (ITC)، وحول المسائل المنهجية والمفاهيم، بالإضافة إلى دراسة المسائل المتعلقة بعلم الأخلاق، ومسألة صلاحية علامات في سياقات التقاطع الثقافي بعناية.
