موضوع هذا البحث هو: كتب الأطفال في الدول المتقدمة، ودور هيئة اليونسكو في نشرها. وليس من شك، في أن بحثا، هذه جوانبه يضعنا أمام عدة عناصر، لا بد من التعرض لها، حتى لا تختلط أمامنا الرؤى، وتختفي معالم الطريق الذي نسلكه، بلوغاً إلى القصد.
إن كتب الأطفال، لا تعدو أن تكون-من وجهة نظر البحث- كتبا، لها ما للكتب من مكانة، وعليها ما على الكتب من مقاصد وأهداف تسعى للوصول إليها، كما أن عليها أو تواجه المصاعب التي يتعرض لها عالم الكتب، وهو فسيح، يتسع مع الزمن ولا يضيق. يتسع نتيجة لزيادة أعداد السكان، ويتسع مع الرقى المادي، وتطور أجهزة النشر، بتطور العلوم والتكنولوجيا، ودخول المعارف الجديدة، في الحياة العلمية والفنية.
ثم إن موضوع البحث، يرتبط بالدول المتقدمة، وبهذا يصبح عليه أن يتناول التقدم، وكيف تتصف به دول، ولا تتصف به دول أخرى، وهل التقدم المقصود مادي أم أنه معنوي؟ وهل ينفصل أحدهما عن الآخر، أم يرتبطان، ليصبح أحدهما مكملاً للآخر، أو نتيجة من نتائجه؟ وهل تتأثر النتيجة بتأثر أسبابها؟ ثم ما المقياس الذي يقاس به هذا التقدم؟ أهو التفوق العسكري مثلاً، أم أنه التفوق العلمي أو الأدبي أو الفني؟ وهل تستطيع دولة أن تتفوق عسكرياً، وهي متخلفة عقلياً ووجدانياً؟ وهل تتكرر ظاهرة التتار والمغول، في هذا العصر الذي نعيش فيه؟ لقد اكتسح التتار مدنيات قديمة هذا يمكن أن يكون الشأن الآن، في عالم شهد عدة ثورات، في الصناعة والزراعة والتعليم، ثم في وسائل الاتصال؟
وأخيراً فإن على البحث أن يتناول دور اليونسكو في نشر كتب الأطفال عالمياً. وهنا يصبح من ضرورات البحث أن يعرض للمهام التي تتصدى لها اليونسكو بصفة عامة في مجال نشر الكتاب، وكتب الأطفال بصفة خاصة، سواء تم هذا النشر على مستوى العالم، أو في نطاق الدول المتقدمة. كما حدد البحث.
