ما بين يديك أيها القارئ بحث أكاديمي جهد فيه الباحث "د. أبو جابر" الذي جمع بين الثروة المعرفية الأكاديمية الجامعية، وبين الخبرة الممارسة في مجال العمل العام لحقبة طويلة كان فيها ذا إسهام خصب في مجال الدراسات السياسية عن الأردن، وكذلك الشؤون الإقليمية والدولية ومؤثراتها على الأردن.
والدراسة التي بين أيدينا هي عبارة عن قراءة تحليلية عبر المؤسسة البرلمانية للتطور السياسي في الأردن أعدت عام 1969 باللغة الإنجليزية، وتمت ترجمتها إلى العربية مؤخراً؛ جاء فيها عرض تحليلي عميق للتجربة البرلمانية الأردنية في حقبة مهمة من تاريخ الأردن.
حيث يناقش المؤلف مدى بلاغة تطبيق الديمقراطية البرلمانية لدول ذات تقاليد راسخة، كما قدم الباحث إحصائيات حول التكوين الإجتماعي والثقافي لأعضاء مجالس النواب حتى عام 1967م، وفيها بيّن كيف أثرت البنية الإجتماعية القبلية ورأس المال والتكوين الديني على التشريعات والأنظمة التي تحكم شكل مجالس النواب ومخرجات العملية الإنتخابية التي كانت الحكومات تقرر في الغالب نتائجها.
وفي المؤثرات الخارجية، تعرض الباحث إلى مؤثرات البيئة العربية على مسيرة الحياة البرلمانية والديمقراطية بوجه عام، وبوجه خاص، وخاصة تأثير تطورات القضية الفلسطينية منذ عقد الخمسينات في القرن الماضي إلى أن صدر قرار فك الإرتباط، كما توصل الباحث إلى مجموعة إستخراجات ونتائج، تقول إن النظام الأردني يحاول جاهداً أن يكون نظاماً نيابياً، وخلق نوع من المسؤولية والإنضباط بينه وبين الشعب، مستذكراً الحكمة التي تقول بأن الحياة الديمقراطية أعمق من بناء قبة للبرلمان أو وضع دستور.
