يتناول هذا الكتاب الواقع السياسي والإجتماعي للعراق للفترة (2003-2005) وذلك من خلال رصد العملية الإنتخابية بعد سقوط نظام الحكم الأسبق للعراق، والبدء برسم خارطة سياسية جديدة للمنطقة من قبل الولايات المتحدة الأميركية. يقول المؤلف: "وهكذا كان المشروع الأميركي البديل هو حكومات ديمقراطية "متعاونة" تخدم المصالح الأميركية مقابل منح الحريات وتطوير المنطقة ( ... ) ابتدأت هذه الديمقراطية المتعاونة مشروعها بحاكم عسكري فكانت نغمة غاية في النشاز اضطروا إلى توليفها بحاكم مدني ثم بمجلس إستشاري ثم بمجلس للحكم يئن من فيتو الحاكم المدني ويختاره هو بنفسه ليضمن عدم خروجه عن الخط ثم يختتم المشروع بتفصيل دستورٍ على مقاسات الديمقراطية المتعاونة ..." وإزاء هذا الواقع يوضح المؤلف ما عُرف في العراق بـ "ثورة الدستور" على يد أبرز مراجع النجف الكبار السيد علي السيستاني، والذي طالب فيها بانتخابات تأسيسية للجمعية الدستورية لضمان أكبر قدرٍ من التمثيل الشعبي ثم تجري المصادقة عليه باستفتاء عامّ، وفي هذا السياق يناقش المؤلف الموقف الأميركي، ودور السيد جلال طالباني داخل مجلس الحكم في حبس نبض باقي القوى السياسية وخاصة الشيعية بإمكانية مخالفة فتوى الدستور وضربها بعرض الحائط ... وما جاء بعد ذلك من إتفاقيات مثل إتفاقية 15 تشرين الثاني 2003 التي تقول بسن قانون إنتقالي مثل نهاية شباط 2004 من قبل مجلس الحكم الذي سيتولى عقد الإتفاقية الأمنية مع سلطة الإئتلاف المؤقتة ( ... ) وصولاً لإجراء إنتخابات شاملة لمؤتمر دستوري وليس لمجلس تأسيسي لكتابة الدستور الدائم قبل 15/3/2005 تعقبه تأسيس حكومة منتخبة قبل نهاية 31/12/2005 . وبناءً عليه ستصبح إتفاقية 15 تشرين الثاني "الدستور الأميركي في العراق" وسيتمحور الصراع السياسي حولها بشكل رهيب وسيبدأ فصل جديد من قصة الإنتخابات ...
