قام المشروع الإمريكي بالتدخل بسن العديد من القوانين التي تؤدي إلي أحكام الرقابة علي الجهاز المصرفي وأسواق راس المال وبما يؤدي إلي منع التلاعب في أسواق رأس المال وبما يكفل لهذه الأسواق القيام بالوظائف والمهام التي أنشئت من اجلها.
وعلي هذا يجب علي الدول العربية أن تقوم بفرض رقابة حقيقية وفاعلة علي البورصات العربية وأسواق رأس المال والأجهزة المصرفية في الدول العربية للتأكد من قيام هذه الأسواق والأجهزة بعملها وفقاً لما هو محدد لها ومرسوم لها وفقاً للقانون ولمنع الفساد والتلاعب بالاسواق ولحماية المدخرين واصحاب رؤوس الاموال ولخلق مزيد من الثقة في البورصات واسواق رأس المال.
وعلي هذا نظراً لأهمية النصوص القانونية التي تنظم سير العمل في البورصات العربية فقد قمنا بتجميع هذه النصوص وجعلها في هذا المجلد حتي تكون تحت يد المستثمر العربي لمعرفة حقوقه والتزاماته في أسواق رأس المال في جميع الدول العربية ولبيان كيفية سير العمل في هذه الأسواق و لإيضاح الضوابط التي تحكم سير العمل في البورصات في جميع العالم العربي.
