رغم كثرة ما كتب عن مشكلات التحديث والتنمية في العالم العربي إلا أن هذه المشكلات بدأت تأخذ أبعاداً مختلفة في ظل تنامي ظاهرة العولمة، مما يتطلب نظرة جديدة فاحصة لتقييمها في ضوء التحولات الكبيرة التي شهدها العالم في الآونة الأخيرة على سائر الصعد العالمية والإقليمية والمحلية، وفي جميع المجالات السياسية والاقتصادية والاجتماعية والثقافية والعلمية والتكنولوجية. ولا جدال في أن التشخيص الدقيق لمشكلات الواقع هو الخطوة الأولى التي لا غنى عنها لتمكين العالم العربي من توفير الشروط المناسبة وتهيئتها لإطلاق مشروع نهضوي عربي متكامل، وهو ما يحاول هذا الإصدار الجديد أن يسهم بنصيب فيه.
ويحتوي إصدارنا هذا، الذي شرفتني مؤسسة عبد الحميد شومان بتحريره وتقديمه إلى القراء، على جانب من المحاضرات العامة التي ألقيت في منتدة شومان بعمان خلال العام 2008، ورغم تنوع الموضوعات التي تناولتها هذه المحاضرات، إلا أن بوسع القارئ أن يلاحظ على الفور أن خيطاً واحداً يجمع بينها ويؤدي غلى ترابطها وتكاملها بطريقة تجعلها كأنها روافد صغيرة تصب جميعها في نهر واحد كبير. ولأن النصوص التي تحت أيدينا أعدت في الأصل على شكل كتاب يتسم بوحدة الموضوع ومنهج التحليل، فسوف يلاحظ القارئ أيضاً وجود تفاوت شديد بين هذه النصوص، سواء من حيث الحجم أو من حيث منهج التناول وطريقة التوثيق، فبينما اكتفى بعض المحاضرين بتقديم نص موجز ومكثف في أقل من عشر صفحات خلت من أي هوامش أو مراجع، حرص آخرون على تقديم نص موسع ومفصل بلغ، في أحيان أخرى، ما يقارب الخمسين صفحة، وتضمن العديد من الهوامش وقائمة بالمراجع. ومع ذلك فإن حسن اختيار مؤسسة شومان لمحاضريها، كعهدنا بها دائماً -وجميعهم من العلماء والخبراء البارزين، كل في مجال تخصصه، سواء كانوا ممارسين أو أكادييميين ومنظرين- أضفى على جميع النصوص التي تضمنها هذا الكتاب قيمة مؤكدة وفائدة مضمونة.
