الإستشارة هي الطريق الصحيح لمعرفة أصوب الآراء، والوصول إلى الحقيقة وجلاء الأمر، وقد عزز أسسها الإسلام عندما فتح باب الحوار، فهي ضرورة لا غنى عنها للحياة الإنسانية لأنها تعطي القوة للمجتمع وتولد الثقة بين الحاكم والمحكوم، وتتيح لكل فرد أن يسهم برأيه في قضايا أمته، وتؤدي إلى تآلف القلوب وتوحيد الرأي العام في المناقشات المطروحة حول موضوعات وقضايا عامة، وتبادل الرأي والفكر بشأنها.
ويمتد هذا الأمر ليشمل الأمة في التشاور، فالشورى ليست قاعدة في الحكم وحسب بل تمتد إلى جزيئات الحياة لتصبح مبدأ الحياة.
والإستشارة في طبيعتها لم تكن مضعفة للرأي كما يتصورها بعضهم وإنما هي سند قوي للرأي بل هي مكملة من مكملات الكمال والإصابة فيما عزم عليه وإلى يومنا هذا تعد الإستشارة مرتكزاً مهماً من مرتكزات مسيرة الدولة وفي كل الأصعدة وهي جزء لا يتجزأ من بنائها السياسي.
إن هذه الدراسة هي محاولة بسيطة لإثبات هذا الأمر المهم، ربما سبقنا من كتب في هذا الموضوع، لكننا ارتأينا أن نكتب أيضاً لأننا وجدناه مرتكزاً مهماً من مرتكزات البناء والقوة والإنفتاح وعدم الأنانية والخوف من الوقوع في الخطأ، لهذا لا يمكن الإستغناء عن الإستشارة إذا كنا نريد أن نبني مجتمعاً صحيحاً يقوم على حرية إبداء الرأي التي تبع منها مصطلح الديمقراطية، لهذا فالمجتمع الإسلامي سبق كل الذين جاءوا بمصطلحات حديثة جاهزة وهو ما حاولت هذه الدراسة إثباته.
