يضم الكتاب أربعة فصول جاءت تحت العناوين الآتية: - الفصل الأول حول المياه في الطبيعة. – الفصل الثاني: حول المياه في العالم العربي. – الفصل الثالث: سيناريوهات استعمال المياه وكلفة التنمية. –الفصل الرابع: مشاريع تعاون مائية أم حروب مياه ودور القوانين والسياسة الدولية. وأخيراً يدعو الكاتب إلى اعتماد سياسات مائية مدروسة بعناية حيث يجمع كافة الخبراء على إمكانية تحسين الوضع المائي بمعالجة الهدر والتلوث في كافة القطاعات وبالأخص الزراعي.
