إن الإشكالية الأساسية لهذا البحث يمكن حصرها في السؤال التالي: كيف يمكن للبنك المركزي التقليدي تطوير وتوفير الأدوات والأساليب المصرفية الفعالة المساعدة على إعادة تجديد السيولة في البنوك الإسلامية؟ وما هي المصادر التمويلية المكملة لدور البنك المركزي في حل مشكلة السيولة في هذه البنوك؟، وقد اعتمدنا على المنهج الوصفي التحليلي في معظم جوانب هذا الموضوع، للتعريف والتوضيح لبعض المفاهيم المرتبطة بهذه الدراسة، بالإضافة إلى المنهج التاريخي في الفصل الأول من الباب الثالث من البحث، للاستفادة من تجارب بعض الدول العربية والإسلامية في مجال دور البنك المركزي في إعادة تمويل البنوك الإسلامية في مختلف الأنظمة المصرفية.
ومن أجل إثراء البحث والتأكد من صحة بعض المقترحات المقدمة خاصة، تم الاعتماد على بعض الأساليب المساعدة مثل: إجراء بعض المقابلات الشخصية مع بعض الأساتذة والباحثين في الدراسات الإسلامية والمسئولين في بعض المؤسسات المصرفية الإسلامية في العديد من الدول العربية الإسلامية، وكذلك متابعة العديد من الملتقيات والبحوث التي لها علاقة بالموضوع.
وقد تمت دراسة البحث، في خطة تضمنت ثلاثة أبواب وخاتمة؛ الباب الأول: يتناول طبيعة النشاط المصرفي للبنوك التجارية وموارد إعادة تجديد السيولة، الباب الثاني: يتناول الإطار النظري للبنوك الإسلامية والتركيز على مشكلة السيولة في هذا النوع من البنوك، الباب الثالث: وهو محاولة اقتراح إطار نظري لتطوير دور البنك المركزي في إعادة تجديد سيولة البنوك الإسلامية.
