يتعرض الإنسان-منذ القدم- لأخطار عديدة، ينتج عن تحقق مسبباتها خسارة مالية -قد تصيبه أو تصيب غيره ويكون مسؤولاً عنها أمام القانون- وعادةً ما تنتج مثل هذه الأخطار عن ظواهر طبيعية لا قدره لإنسان على منع تحققها، وإن تحققت قد لا يكون في قدرته تحمل نتائجها وحده، من هنا ظهرت حاجة الإنسان إلى وسائل عديدة تهتم بالتعامل أو مواجهة مثل الأخطار وذلك بالحيلولة دون وقوعها أو بالتقليل من معدلاتها وآثارها.
ويعتبر نظام التأمين -بأنواعه المختلفة- من أهم وسائل مواجهة مثل هذه الأخطار، بما له من مزايا عديدة، فهو يعمل على توفير التغطية التأمينية للأفراد والمنشآت على أخطار كثيرة. هذا من ناحية، كما أنه أدى إلى ازدهار وتدعيم الحياة الاقتصادية حيث عمل على توفير حصيلة ادخارية طائلة -ساعدت بطرق مباشرة أو غير مباشرة في تمويل في تمويل خطط التنمية الاقتصادية، هذا بجانب ما أدى إليه من اتساع في الائتمان وزيادة في الثقة التجارية- وعلى تحقيق الاستقرار الاجتماعية للفرد وللأسرة وللمجتمع عامة ناحية ثانية.
