هذا الكتاب وضعه مصنفه أبو حيان التوحيدي في وصف أخلاق الوزيرين الصاحب ابن عباد والفتح بن العميد، وطبعاً كان وصفه هذا بمثابة نقد واسع لهذين الوزيرين، حيث كان المؤلف حاقداً وناقماً عليهما وعلى خصومة شديدة معهما، وقد جمع في هذا الموضوع الكثير من الحوادث والحكومات التي حصلت مع هذين الوزيرين، وظهر فيها ما كانا عليه من ظلم للناس، واستخدام الوزارة في غير ما يجب استخدامها وعلى الكتاب حواشي في شرح لبعض الكلمات المبهمة، وترجمة بعض الأعلام.
