رغم احتفاظ الديموقراطية بتعريفها الإغريقي حكم الشعب بنفسه ولنفسه، إلا أن الكاتب يرى أن الديموقراطية التي نعرفها الآن هي إبتكار حديث، وأن فيها من التعقيد ما يغلب على البداهة التي يبديها تعريفها.
والكتاب على صغره لا يقتصر على تحليل التعريف، بل يقدم معالجة لمفهوم الديمقراطية وتاريخيتها وتحققها وعقباتها وأفاقها، ويجيب عن جميع الأسئلة الرئيسية المتعلقة بها، فالديموقراطية التي تتأسس على أمرين: خلع الشرعية الشعبية على السلطة، وتقييدها بالمقابل قانونياً من خلال الدستور، ما كان لها ان تتحقق إلا بتمخض مقولة الشعب وحقوق الفرد / المواطن، الذي ما كان يمكنه الإرتقاء من حالة الإنسان الطبيعي إلى حالة الإنسان السياسي إلا بفضل العقد الإجتماعي الذي يخلق المواطن بوصفه فاعلاً مدنياً ويشكل الشعب بوصفه كلاً واحداً.
ورغم إزدياد عدد الدول التي تنسب نفسها إلى الديموقراطية، إلا أنها ما زالت على قدر كبير من الهشاشة يجعلها بحاجة إلى كثير من اليقظة وأعمال العقل والنضال.
