لا يشير سقوط الامبراطور هيلا سلاسي إلى بداية قصة مثيرة من حوليات التخطيط اللغوي فحسب، بل يشير إلى بداية مشهد جديد من مسرحية التغير الاجتماعي التي لعب فيها الرجل العجوز دورًا بارزًا. ومن أهداف هذا الكتاب توضيح أن فهم التخطيط اللغوي يتطلب فهم التغيرات الاجتماعية التي أدت إليه إذ يتناول هذا الكتاب التخطيط اللغوي ويتناول الواقع الاجتماعي دائم التغير والمحيط بعملية التخطيط ذاتها.
يعرض الفصل الأول أربعة أمثلة للتخطيط اللغوي، وتمثل هذه الأمثلة الأربعة المدى الواسع من الأهداف التي يوجه إليها التخطيط اللغوي، كما تساعد هذه الأمثلة على استنتاج تعريف شامل للتخطيط اللغوي.
حيث لا بد لتعريف شامل للتخطيط اللغوي أن يشمل هذه الأمثلة، إذ إن صياغة تعريف للتخطيط اللغوي دون دراسة لحالات فعلية من التخطيط اللغوي يشبه عملية تصور كيف يمكن لملابس جديدة تراها أول مرة فوق أرفف المتجر أن تناسب جسدك. وبالتالي فإن هذا الكتاب يعكس الخطوات التقليدية حيث تأتي الأمثلة بعد التعريف. وعليه فقد أرجأنا تعريف التخطيط اللغوي إلى الفصل الثاني. بينما يناقش الفصل الثالث كيف يعزز الإطار النظري من فهمنا للتخطيط اللغوي. ويقدم الفصل الرابع أربعة من هذه الأطر المرجعية مستخلصة من دراسة ميادين معرفية أخرى مثل انتشار الابتكارات وإدارة التسويق وممارسة السلطة وصنع القرارات. وتتناول الفصول من الخامس إلى السابع الأنواع الثلاثة الرئيسية للتخطيط اللغوي على التوالي: رسم السياسة اللغوية، وتنفيذ هذه السياسة اللغوية، وتخطيط اكتساب اللغة، ويناقش الفصل الثامن التخطيط اللغوي في سياق نظريات مختلفة للتغير الاجتماعي، بينما يعرض الفصل التاسع بعض الملاحظات الختامية.
