تشتمل هذه الدراسة والمعنونة بـ "إنماء القطاع الزراعي في المناطق المحررة والمتاخمة من منظور الاقتصاد الزراعي" على خمسة محاور تندرج تحت العناوين التالية: المحور الأول: الزراعة في المناطق المحررة والمتاخمة عشية الاعتداءات الإسرائيلية على المناطق الجنوبية عام 1969. المحور الثاني: خسائر القطاع الزراعي في المناطق المحررة والمتاخمة من جراء العدوان الإسرائيلي الغاشم.
المحور الثالث: الخصائص الرئيسية لبنية القطاع الزراعي في المناطق المحررة والمتاخمة. المحور الرابع: معوقات الإنماء الزراعي في المناطق المحررة والمتاخمة. المحور الخامس: الخيارات الاستراتيجية لتحقيق تنمية زراعية مستدامة في المناطق المحررة والمتاخمة.
إن المرحلة القادمة ستكون وحدها كفيلة بالكشف عما إذا كان سيحدث تحول فعلي في معالجة تحديات القطاع الزراعي في المناطق المحررة والمتاخمة، أي الانتقال من الحيز الكلامي إلى الحيز الإجرائي والعملاني، بما يعيد لهذا القطاع دوره الأساسي في عملية إعادة إنماء المناطق المحررة والمتاخمة.
هذا، عدا عن أنّ حماية الانتصار، وكي لا تبقى مجرد شعار احتفالي، يجب أن تفضي بالدرجة الأولى إلى خلق الحوافز لعودة الناس إلى قراهم وأرزاقهم، وهذا في نظرنا لن يحدث إلاَّ في ظل اشتراطات موضوعية، تؤدي في أحد جوانبها إلى تأمين فرص العمل للمقيمين والعائدين من السكان. وفي هذا الإطار يمكن لنا أن نقول أنّ القطاع الزراعي هو المجال الأهم لاستيعابها وتشغيلهم، وهذا الأمر يتأكد على قاعدة أنّ القطاع الزراعي كان يشكل في المرحلة السابقة للاعتداءات الإسرائيلية على الجنوب، المحور الأساسي للنظام المعيشي للسكان، إذ أنّ الغالبية الساحقة منهم كانت تعتاش من عملها في الزراعة. وأن باقي أفراد المجتمع كانوا ينتفعون بشكل أو بآخر من الإنتاج الزراعي.
