Book Description
يعتبر هذا الكتاب، من ناحية موضوعه، من أقدم المؤلفات في موضوع السياسات الملكية. ولم بجد من سبق الخطيب الإسكافي من مؤلفي المسلمين ومؤرخيهم، في الكتابة في هذا الموضوع سوى شهاب الدين أحمد بن أبي الربيع (المتوفي سنة 272هـ) الذي وضع للخليفة المعتصم العباسي كتاباً في هذا الباب سمَاه "سلوك المالك في تدبير الممالك". أما الكتب الأخرى الشهيرة في هذا الموضوع، فقد وضعت بعد الإسكافي.
على أن أهمية كتاب الإسكافي لا تقتصر على أسبقيته وحسب، بل تظهر فيما انطوى عليه من حقائق تاريخية، تكشف عن كثير من جوانب الحياة السياسية للمجتمع الإسلامي في عصر المؤلف، وخلال القرون الأربعة من التاريخ الإسلامي.
والكتاب هو مجموعة أخبار وحكايات مبوبة في اثنين وثلاثين باباً، ينتظم كل منها قصصاً يتفق مغزاها وعنوان الباب، مع باب ختامية في أغراض مختلفة. وقد قسمت الأغراض الأساسية التي تضمنتها أبواب الكتاب إلى ستة أقسام هي: 1- ما يحتاج الملوك إلى معرفته من لطف التدبير في عقد الملك وإدراة شؤونه، وفي معالجة أمور الفتن والشغب. 2- الحروب وتدبيرها كفتح القلاع والبلدان، وصد الأعداء ودحرهم. 3- دفع المكروه بقول أو بلطف أو بمكروه مثله، ودفع الشبهات. 4- المكايدة والثأر والإنتقام. 5- فنون السياسة كالتعرف على الأسرار، والتستر وفسخ العزائم. 6- ضروب مختلفة من لطف التدبير.
