يسعى هذا الكتاب إلى التعرف على العوامل التي يمكن من خلالها قياس العلاقات المدنية – العسكرية، واستكشاف طبيعة دور المؤسسة العسكرية في عملية التحول الديمقراطي بشكل عام، وفي التعامل مع الثورات الشعبية بشكل خاص، ورسم صورة واضحة عن التطورات التي حدثت في العلاقة بين المدنيين والعسكريين في مصر طوال العقود الستة التالية على تأسيس النظام الجمهوري. كما يهدف الكتاب إلى التعرف على دور المؤسسة العسكرية في العملية السياسية خلال المراحل التي أعقبت ثورة 25 يناير/ كانون الثاني 2011، والكشف عن انعكاسات العلاقات المدنية – العسكرية بعد الثورة على عملية التحول الديمقراطي. إن النظام السياسي المصري الذي أسّسه الضباط الأحرار بعد قيامهم بالانقلاب على النظام الملكي عام 1952 يضمن وضعاً مميزاً للعسكريين في الوصول للسلطة السياسية؛ حيث خرج كل الرؤساء الذين حكموا مصر قبل 25 يناير من داخل صفوف القوات المسلحة، كما أن الغالبية العظمى ممن شغلوا منصب نائب الرئيس خلال عهد الرئيسين جمال عبد الناصر وأنور السادات كانوا عسكريين.
في ضوء ما سبق يتضح للقارئ أن الدور الذي لعبته المؤسسة العسكرية منذ ثورة 25 يناير قد أثّر بالسلب على عملية التحول الديمقراطي في مصر، وأن الأمر الآن بحاجة إلى مراجعة من قِبل كل القوى السياسية المدنية، من أجل وضع خطة عمل لكيفية إعادة الاعتبار للسيادة المدنية؛ الأمر الذي لا يمكن فصله عن محاولة استعادة مسار التحول الديمقراطي، وإحياء المجال العام، وعودة الشباب إلى العمل السياسي مرة أخرى؛ لإنه لا يمكن الحديث عن بناء نظام سياسي جديد دون الانخراط في النقاش العام ومحاولة وضع بدائل للسياسات العامة الحالية.
