• تلقى تعليمه العالي في الولايات المتحدة الأمريكية فحصل على شهادة الماجستير في الإدارة من جامعة منيسوتا عام 1966، ثم حصل على شهادة الدكتوراه في الإدارة العامة من الجامعة الأمريكية بواشنطن في مطلع عام 1970.
• تدرج في السلك الأكاديمي فحصل على درجة أستاذ عام 1979.
• عمل عميداً لكلية التجارة , وكلية العلوم الاجتماعية , وكلية الدراسات العليا، مستشار في عدة هيئات علمية, وعضو في هيئة تحرير المجلة العربية للإدارة, ومجلة العلوم الاجتماعية.
• له العديد من المؤلفات والدواوين الشعرية.

خلال فترات توسع القوى الاحتلالية الأوروبية الغربية والسوفيتية تشكلت مقاطعات جديدة متعددة الأعراق مثل روديسيا, إندونيسيا الفرنسية, أفريقيا الشرقية الألمانية ودولاً تابعة مثل تشيكوسلوفاكيا ويوغوسلافيا.
وشجعت السياسات الإمبريالية على التنافس العرقي من خلال تفضيل مجموعة على الأخرى, وتوزيع الموارد الطبيعية على نحو غير متكافئ, ولم يكن مسموحًا لها بالمشاركة المحلية في القرارات الحكومية وإقامة حكومات ديمقراطية. وقامت قوى الاحتلال البريطاني والفرنسي بتقسيم الوطن العربي إلى دويلات لزرع الفتنة بين شعوبه من خلال التقسيم المصطنع للحدود حتى أضحت مشكلات الحدود السمة الرئيسية بين أقطاره...
