بعد إستعراض تطور الفكر والنظريات الإدارية قد يتساءل المرء ما هي ماهية الإدارة، هل هي علم من العلوم الفيزيائية أو الكيميائية أم هي فن من الفنون كالرسم والنحت أم هي مهنة كمهنة التعليم أو الطيران؟.

أما البعض الذين يرون أن الإدارة فن فيحتجون بالتفاوت في الإتقان والأداء بين المديرين، ومجال الإبداع والتفكير الخلاق يعتمد فيها على مواهب المدير وقدرته على تطوير أساليبه وقدراته وأحاسيسه على تفهم العنصر البشري في المؤسسة وتصور المواقف المختلفة التي يتبناها الأفراد وإستخدام مواهبه في التعامل مع هذه المواقف، والرأي السائد في الإدارة أنها مزيج من العلم والفن يطوعها المدير لتحقيق أهداف المؤسسة.
