يضم النظام الدولي المعاصر مجموعة من الدول المستقلة ذات السيادة التي تتميز عن بعضها البعض في نظمها الاجتماعية والسياسية والعناصر المحددة لقوتها الوطنية. ويمكن القول بأن هذا النظام القائم على أساس الاعتماد المتبادل بين الدول الأعضاء ظل سائدًا على مدى ثلاثة قرون مضت، منذ معاهدة وستفاليا عام 1648، على أساس السعي إلى تحقيق التوازن الدولي ومنع الحرب عن طريق التوازن بين القوى، ونظرًا لعدم وجود سلطة مركزية تتولى إدارة شئون هذه الوحدات المكونة للمجتمع الدولي.
وطبيعي أن يؤدي مثل هذا الوضع إلى استمرار الصراع بين الدول وعدم توقفها عند حدود معينة في استعمال ما تراه من وسائل قسرية تحقق أمنها ومصالحها القومية وبقدر ما تمليه عليها الظروف الدولية السائدة.
