تمثل قمة حلف شمال الأطلسي الناتو التي عقدت في مدينة إسطنبول في حزيران/يونيو 2004 علامة بارزة على طريق تطوير الحلف لاستراتيجيته من أجل مواجهة التهديدات الجديدة التي تواجه الأمنين الأطلسي والعالمي. كما تعد علامة بارزة على طريق صياغة منهج الحوار والتعاون بين الحلف ودول الخليج العربية، ففي هذه القمة طرحت "مبادرة إسطنبول للتعاون" التي عرضت عدداً من البرامج والمشروعات العملية لبناء شراكة مع الدول المستهدفة والمخاطبة بهذه المبادرة.
تتضمن هذه المبادرة برامج محددة العناصر وذات طابع عملي للتعاون، وفي مجالات جديدة مثل الأمن والدفاع والإدارة المشتركة للعمليات، وبرامج ومشروعات أخرى في مجال السياسة والإصلاح. ولكن هذا التعاون الجديد قد يتأثر ببعض العوامل والمحددات الإقليمية أو الدولية. ومن هذه المحددات ما يتعلق بموقف دول مجلس التعاون لدول الخليج العربية منها؛ فمازال هناك تباين في الرؤى الاستراتيجية لأمن إقليم الخليج لدى الفريقين من دول المجلس المنضمة وغير المنضمة إلى المبادرة. ولا يتوقف اختلاف التصورات والرؤى على دول مجلس التعاون لدول الخليج العربية بل يمتد إلى الدول أعضاء الناتو.
وعلى المستوى الإقليمي، فإن مواقف دول مثل إيران وتركيا وإسرائيل تجاه التعاون الأطلسي-الخليجي سيكون متبايناً بين من يرى فيه اتفاقاً مع توجهاته الاستراتيجية ودعماً لها، ومن يرى فيه عملاً عدائياً، أو على الأقل، عملاً غير مرغوب فيه. ومن ناحية أخرى، قد يسهم عدم تخصيص الموارد المالية والبشرية الكافية للبرامج الكبيرة المتضمنة في مبادرة تعاون إسطنبول في عدم نجاحها أو على الأقل في إبطاء تنفيذها مما يؤدي إلى عدم تحقق الغرض منها.
