أضحى مفهوم حقوق الإنسان من المفاهيم شائعة الاستخدام في الأدبيات السياسية الحديثة وفي الخطاب السياسي المعاصر بشكل عام، وإن كانت العديد من الكتابات التي استخدمت هذا المفهوم لم تهتم بتأصيله، بل أصبح لشدة شيوعه يستعمل بدون تمحيص وكأنه لا مجال لمراجعته؛ وقد استقرت أفكار حقوق الإنسان في العالم وأصبح لها في الثقافة العربية مكان ثابت، ولها أيضاً جذور عميقة في التاريخ العربي منذ حلف الفضول الذي عقده العرب قبل الإسلام لنصرة المظلومين وحماية الناس. وفي بداية تشكل قيام المجتمع الإسلامي في المدينة كانت وثيقة المدينة دستوراً ينظم الحقوق والواجبات ويستوعب بتسامح غير المسلمين.
وفي عالمنا العربي بدأ الاهتمام الرسمي والشعبي بحقوق الإنسان في السبعينيات من القرن الماضي، وتنص جميع الدساتير العربية على احترام الحريات الأساسية وحقوق الإنسان، ولكن ميثاق الجامعة العربية تجاهل مسألة حقوق الإنسان ولم يتخذ قراراً بإنشاء لجنة خاصة بحقوق الإنسان إلا في عام 1966 كضرورة للمشاركة في برنامج الاحتفال العالمي بحقوق الإنسان. ولم تنجح الجامعة بالإتفاق على نص الميثاق العربي لحقوق الإنسان إلا في عام 1994.
ولقد برزت إشكاليات معاصرة في قضية حقوق الإنسان داخل دولنا العربية، فما بين أطفال بلا هوية ولا مأوى تمتلئ بهم الشوارع العربية وبين تجارة للرقيق في شكلها الجديد، وما بين انقسامات داخل الجسد الإسلامي الوحد من ظهور للطائفة التي اعترف على تسميتها بالشيعة وبين واقع ممارسة الحقوق السياسية للشباب في الدول العربية. وأخيراً فما بين حصول المرأة على حقوق سياسية واسعة إصطلح على تسميتها بالكوتا وبين نساء باعت ما تملك للحصول على المال، ما بين كل ذلك يأتي هذا الكتاب ليلقى الضوء على واقع تلك الإشكاليات المعاصرة لحقوق الإنسان في العالم العريب. إنها محاولة متواضعة للقراءة في واقع عربي متأزم.
