استحوذ الفساد ومواجهته في الآونة الأخيرة على اهتمام دول العالم قاطبة، بالإضافة إلى اهتمام الهيئات الدولية والمنظمات الحكومية وغير الحكومية بموضوع الفساد، لما له من انعكاسات سلبية على النشاط الاقتصادي والمجتمع ككل. حيث يعتبر الفساد إحدى آفات العصر والذي لا ينحصر في ثقافة أو بلد ما، فهو موجود في البلدان النامية والمتقدمة على حد سواء، كما أنه موجود في القطاعين العام والخاص، وفي مختلف طبقات المجتمع، لكن تأثيره السلبي أكبر ما يكون في الدول النامية، التي تسعى جاهدة لتحسين مستواها الاقتصادي والاجتماعي، والانتصار على مشكلتي الفقر والبطالة فيها. فالفساد بكافة أشكاله ومظاهره يشكل عقبة في طريق التنمية الاقتصادية والاجتماعية، وبعدا مدمراً لعملية التنمية وتظهر انعكاساته بصور شتّى، وبهذا الشكل يلتهم الفساد البنية الاقتصادية والاجتماعية والسياسية داخل المجتمع ما لم تقف بوجهه السياسات الوقائية والعلاجية المناسبة، لا سيّما بعد تطور أشكاله، مستفيداً من معطيات العصر (العولمة، وثورة الاتصالات...الخ). لذلك نجد في الدول المتطورة شواهد لبعض أشكال السلوك الفاسد المختلفة عن نماذج سلوك الفساد في الدول النامية، حيثُ يتميز الفساد في الدول النامية بتغلغله في الجهاز الحكومي ومؤسسات القطاع العام، لذلك تكون انعكاساته السلبية أوسع انتشاراً وأشدَّ تأثيراً في الأداء الاقتصادي للدولة، ومن ثمّ في مجمل الواقع الاجتماعي فيها.
