إن هذا الكتاب يضع أمام الباحث مجموعة من المهارات والقواعد الأساسية والمنهجية المفيدة واللازمة لبناء الإختبارات والمقاييس، لذلك فإنه ينبغي على الباحث أو الأخصائي النفسي أن يكون على دراية كاملة بكيفية تطبيقها على النحو السليم.
ويضم هذا الكتاب خمسة فصول: أولاً: يتناول الفصل الأول، المفاهيم الأساسية المتصلة بالقياس النفسي والتربوي، بحيث تمكين الدارسين والباحثين والممارسين من التواصل فيما بينهم بلغة مشتركة متفق عليها، نشأة وتطور تاريخ الإختبارات والمقاييس، وتصنيف الإختبارات كأداة للتشخيص النفسي، إستخداماتها كأدوات ذات أغراض متعددة، يصعب حصرها نظراً لتنوع الظروف والمواقف، التي تتطلب تطبيق هذه الأدوات للإستناد إلى نتائجها في إتخاذ قرارات.
ويتناول الفصل الثاني: مراحل تصميم وإعادة الإختبار، ومدى مناسبة كل منهما للأغراض المختلفة، والأهداف التي يوضع من أجلها الإختبار، أسلوب إعداد الإختبار صياغة بنود الإختبار بشكل علمي، العناصر والخطوات الأساسية في تصميم الإختبار، أما الفصل الثالث: يتناول أهم الخصائص السيكومترية للإختبارات، الصدق، والثبات، والموضوعية وأنواعها.
أما الفصل الرابع: يتناول هذا الفصل المعايير، والمتغيرات: التي تتضمن كراسة تعليمات الإختبار، التي تبين بوضوح الدراسات التي يحصل عليها المختبر في عينات التقنيين، وعملية إستخدام الإحصاء لوصف أداء المجموعات على الإختبار، التي تواجه الأخصائي النفساني في قياسه، أو في تفسيره لخصائص السلوك الإنساني، وشروط تطبيقها وتعليمات الإجراء، وإحتساب الدرجة وغيرها، كذلك يتناول مستويات القياس وأنواعها، كما يتم التطرق إلى أخلاقيات إستخدام الإختبارات النفسية، أما الفصل الخامس: يتناول أهم المفاهيم والمصطلحات المستخدمة في القياس النفسي والتربوي.
