لم يعد ينكر أحد يوم الدور البالغ الأهمية للقياس التربوي والنفسي في تقدم العلوم السلوكية وإثراء تطبيقاتها الوظيفية المتعددة بما يفى بالمتطلبات المتجددة للحياة الإنسانية في هذا القرن.

وقد حاولنا في هذا الكتاب أن يكون هناك توازن وتكامل بين الجوانب النظرية والجوانب التطبيقية بحيث يحدم كلاهما الأخر مراعين الأسس المنهجية والإحصائية اليت ترتكن إليها أساليب وأدوات القياس والتقويم، والإستخدامات المناسبة لها، وحدود هذه الاستخدامات، لكن تفى بالغرض الذي صممت من أجل تحقيقه، واسترشدنا في عرضنا لهذه الجوانب بأهم التطورات التي حدثت في علم القياس والتقويم التربوي والنفسي لمواكبة الحركة البحثية المعاصرة، كما أفدنا من خبرتنا الأكاديمية وممارستنا الميدانية في مجال القياس والتقوي والإحصاء في كثير من الدول العربية خلال العقدين الماضيين. وتيسيراً على القارئ قسمنا الكتاب إلى ثلاثة أبواب رئيسية متكاملة، تناولنا في الباب الأول الجوانب النظرية المتعلقة بالمفاهيم والمبادئ الأساسية، والأسس المنطقية والإحصائية للقياس والتقويم التربوي والنفسي.
وفي الباب الثاني قام المؤلف بعرض برنامجين تدريبيين في مجال التقويم البرنامج الأول بعنوان (تقويم مخرجات التعلم) والبرنامج الثاني بعنوان (تقويم المعلم)، وفي الباب الثالث قام المؤلف بعرض طرق وخطوات إعداد نماذج للاختبارات والمقاييس المنشأة في البيئة العربية ونماذج لاختبارات تم تعريبها ونقلها للبيئة العربية.
